1.0 Overview

1.1 Policy Description

This document is designed and authorised by the vACC Director and Deputy Director. The Purpose of this Document is to formally outline our Training Procedures, as well as what is expected from Mentors/Instructors.


2.0 General Process (GP)

The General Process, or known as GP, is the Process that all Bahrain vACC Residents will partake in while going through Training at the vACC. Below is a Step by Step guide for each rating, including different requirements.


2.1 Observer/Pilot -> Student 1 (S1)

Before starting as an S1 Pilot, at Bahrain, we require the member to have at least 5 hours of Observing an Active ATC Controller. Active ATC Refer to someone who is controller more than 1 aircraft at the aerodrome at once. This allows the member to learn from Observing and will reduce in the time for mentoring in the first session.

  1. Read the Standard Operating Procedures for all 3 major airports (OTHH, OTBD, OBBI)

  2. Read all AIP for all 3 major airports (OTHH, OTBD, OBBI)

  3. Request ATC Training through a Support Ticket directed at Bahrain vACC Staff.

  4. You will then be assigned the VATME S1 Training Exam and will need to get an 80% or higher to pass. If you fail this exam, you may retake it in 48 hours.

  5. You will then be assigned the Bahrain vACC DEL/GND Exam and will need to get an 80% or higher to pass. If you fail this exam, you may retake it in 48 hours.

  6. After both Exams are complete, your assigned Mentor will then Email you to organise a time.

  7. Once a time has been organised, request mentoring on the HQ Session with the time agreed upon by your Mentor, and the Mentor will then accept.

  8. Take 1 Mentoring Session with the Mentor to go over Euroscope Functionality and basic Local Procedures.


2.2 Student 1 (S1) -> Student 2 (S2)

Before starting training for Student 2, at Bahrain, we require the Member to have completed and been signed off for their S1 Training. Below is a Step by Step Guide on how to achieve the Student 2 Rating.

  1. Read the Standard Operating Procedures for all 3 major airports (OTHH, OTBD, OBBI)

  2. Read all AIP for all 3 major airports (OTHH, OTBD, OBBI)

  3. Request ATC Training through a Support Ticket directed at Bahrain vACC Staff.

  4. You will then be assigned the VATME S2 Training Exam and will need to get an 80% or higher to pass. If you fail this exam, you may retake it in 72 hours.

  5. You will then be assigned the Bahrain vACC TWR Exam and will need to get an 80% or higher to pass. If you fail this exam, you may retake it in 72 hours.

  6. After both Exams are complete, your assigned Mentor will then Email you to organise a time.

  7. Once a time has been organised, request mentoring on the HQ Session with the time agreed upon by your Mentor, and the Mentor will then accept.

  8. You are required to complete at least 3 Mentoring Sessions. After the second mentoring session, if you score more than 80% or higher, you may then be put up to perform your Controller Practical Test (CPT) [This is at the discretion of the Mentor]

  9. After all Mentoring Sessions are Complete, an approved CPT Mentor or Instructor will pick you up to complete your CPT. You are required to achieve 80% or higher to pass this test.


2.3 Student 2 (S2) -> Senior Student (S3)

Before starting training for Senior Student, at Bahrain, we require the Member to have completed and been signed off for their S2 Training. Below is a Step by Step Guide on how to achieve the Senior Student Rating.

  1. Read the Standard Operating Procedures for all 3 major airports (OTHH, OTBD, OBBI)

  2. Read all AIP for all 3 major airports (OTHH, OTBD, OBBI)

  3. Request ATC Training through a Support Ticket directed at Bahrain vACC Staff.

  4. You will then be assigned the VATME S3 Training Exam and will need to get an 80% or higher to pass. If you fail this exam, you may retake it in 72 hours.

  5. You will then be assigned the Bahrain vACC APP/DEP Exam and will need to get an 80% or higher to pass. If you fail this exam, you may retake it in 72 hours.

  6. After both Exams are complete, your assigned Mentor will then Email you to organise a time.

  7. Once a time has been organised, request mentoring on the HQ Session with the time agreed upon by your Mentor, and the Mentor will then accept.

  8. You are required to complete at least 4 Mentoring Sessions. After your Second Mentoring Session, if the Member scores more than 70%, then they are qualified for a Solo Validation on an APP position. After the third mentoring session, if you score more than 80%, you may then be put up to perform your Controller Practical Test (CPT) [This is at the discretion of the Mentor]

  9. After all Mentoring Sessions are Complete, an approved CPT Mentor or Instructor will pick you up to complete your CPT. You are required to achieve 80% or higher to pass this test


2.4 Senior Student (S3) -> En-Route Controller (C1)

Before starting training for En-Route, at Bahrain, we require the Member to have completed and been signed off for their S3 Training. Below is a Step by Step Guide on how to achieve the En-Route Rating.

  1. Read the Standard Operating Procedures for all 3 major airports (OTHH, OTBD, OBBI)

  2. Read all AIP for all 3 major airports (OTHH, OTBD, OBBI)

  3. Request ATC Training through a Support Ticket directed at Bahrain vACC Staff.

  4. You will then be assigned the VATME C1 Training Exam and will need to get an 80% or higher to pass. If you fail this exam, you may retake it in 72 hours.

  5. You will then be assigned the Bahrain vACC CTR Exam and will need to get an 80% or higher to pass. If you fail this exam, you may retake it in 72 hours.

  6. After both Exams are complete, your assigned Mentor will then Email you to organise a time.

  7. Once a time has been organised, request mentoring on the HQ Session with the time agreed upon by your Mentor, and the Mentor will then accept.

  8. You are required to complete at least 5 Mentoring Sessions. After the second mentoring session, if you score more than 70%, then you qualify for a Solo Validation on Bahrain Center. After the third mentoring session, if you score more than 80%, you may then be put up to perform your Controller Practical Test (CPT) [This is at the discretion of the Mentor]

  9. After all Mentoring Sessions are Complete, an approved CPT Mentor or Instructor will pick you up to complete your CPT. You are required to achieve 80% or higher to pass this test.


2.5 Notes and Extra Remarks

Note 1: Please remember that all the Mentoring Sessions given above is the Minimum. At the Discretion of the Mentor, the Student may be required to perform more than the listed above (Please note Section 3 - Overview in the VATME Divisional Instructor/Mentor Policy, which states that “decisions made by the mentors and instructors are final unless clear evidence is shown otherwise, in which case the decisions may be overturned at the discretion of the divisional or local ATC training director.”). The Mentoring limit may be removed if the Mentor/Instructor feels like the Student is ready for their CPT, however, must be approved by the vACC Director, Deputy Director or ATC Training Director.


3.0 Visiting/Transfering Controllers (VTP)

The Visiting/Transfering Controller, or known as VTP, is the Process taken by any Visiting Controller or Controller Transfering from another vACC, Division or Region. Below is a Step by Step guide for each rating, and what requirements they are. Before starting any of the VTP Process, the Member must submit a Support Ticket towards the Bahrain vACC Staff requesting Visiting Controller. Please refer to Section 3.4 in the vACC Policy for Visiting Controller Requirements.


3.1 Student 1 (S1) Visiting/Transfers

  1. Read the Standard Operating Procedures for all 3 major airports (OTHH, OTBD, OBBI)

  2. Read all AIP for all 3 major airports (OTHH, OTBD, OBBI)

  3. Request ATC Training through a Support Ticket directed at Bahrain vACC Staff.

  4. You will then be assigned the Bahrain vACC DEL/GND Exam and will need to get an 80% or higher to pass. If you fail this exam, you may retake it in 48 hours.

  5. After the Exam is complete, your assigned Mentor will then Email you to organise a time.

  6. Once a time has been organised, request mentoring on the HQ Session with the time agreed upon by your Mentor, and the Mentor will then accept.

  7. Take 1 Mentoring Session with the Mentor to go over Euroscope Functionality and basic Local Procedures. You must get an 80% or higher to pass this Mentoring for a Bahrain vACC Sign Off.

  3. Request ATC Training through a Support Ticket directed at Bahrain vACC Staff.

  4. You will then be assigned the Bahrain vACC DEL/GND Exam and will need to get an 80% or higher to pass. If you fail this exam, you may retake it in 48 hours.

  5. You will then be assigned the Bahrain vACC TWR Exam and will need to get an 80% or higher to pass. If you fail this exam, you may retake it in 72 hours.

  6. You will then be assigned the Bahrain vACC APP/DEP Exam and will need to get an 80% or higher to pass. If you fail this exam, you may retake it in 72 hours.

3.5 Notes and Extra Remarks.

Note 1: For all members on VTP, only after you receive the “Sign Off” from that position, may then you control that position.

Note 2: Please remember that all the Mentoring Sessions given above is the Minimum. 4.0 Frequently Asked Questions (FAQ)

I am a Resident Controller with an OBS Rating….

  • Follow the General Process (GP) for each rating you want to achieve, however, you must wait the required times between.

 

I am a Visiting Controller….

  • Follow the Visiting/Transfers Process (VTP) for your current rating.

  • If you are upgraded at your home division, this does not mean you can control at that rating in this vACC! You will need to follow the VTP for your new rating.

 

I have transferred to Bahrain vACC and have a rating of S1 or higher already…..

  • Follow VTP for your current rating you currently have.

  • Once you have completed the VTP at your current rating, for future rating upgrades follow the General Process (GP).

  • Example: if you have transferred into Bahrain vACC and you already have an S2 rating, follow the VTP for S2. For your S3, follow the GP for S2 -> S3.

 

What’s a “Sign Off”?

  • The sign off means that a mentor or instructor is satisfied with your performance at your current rating/position and believes you can continue to your next rating/position.

  • A sign off is needed for your current rating/position before you can request your next rating. For visitor controllers, a sign off is needed before you can request sessions for the next position.

  • A sign off can only be given by a mentor who has a rating higher than yours or by an instructor in the vACC who has an I1 or higher rating. A sign off given by any other person will not be accepted.

  • The sign off will be added by an instructor/mentor from the vACC on your HQ profile page. You can view your sign-offs on the HQ profile page.

 

How do I get a “Sign Off”?

  • There are two ways to get a sign off: Observation Requests or Online Sessions.

  • The preferred way is the Observation Request method which is to fill out the "Observation Request” form on the HQ system and have mentors review it and leave feedback on it. Observation requests are video recordings of you controlling online. More information is available on this feature on the HQ Guide.

  • The second way is to schedule Online Sessions with a mentor or instructor. This is a slower method because mentors/instructors may be busy training other incoming students. You will need to create "mentoring requests" on HQ and a mentor will observe you online controlling.

  • Once the mentors are satisfied with how you are doing on your current rating, they will issue you a "sign off" on your current rating. This means you can proceed training to your next rating.

  • Once a sign off is given, the mentor/instructor will assign you the next rating theory exams to take.

  • NOTE: It will take several Observation Requests or Online Sessions before you receive your sign off. Remember, you need to control a significant amount of time on your current rating/position before you ask for a sign-off!

 

How do I request a mentoring session on the HQ System?

 

I am a Visiting Controller and got my Exam removed?

  • After 30 days, a Visiting Controller who has not completed the Exams, and have not attempted to coordinate with their assigned Mentor will be removed from the Visiting Roster.

  • Visiting Controllers may then apply 30 days after being removed, and will have to retake all Exams and Mentoring Sessions.
