General Training Process (GP)

This training process is for new resident members of the UAE vACC. For members who have transferred to UAE vACC and have a rating of S1 or higher, please follow the VTP section below for the rating you have. Once you are done with your VTP, you will follow this GP section for future ratings.

OBS > S1

  1. Read SOP and AIP for OMDB and OMAA. Read the New ATC Process section.

  2. Submit a support ticket at https://hq.vatme.net/support/create and mention that you would like to begin your ATC training.

  3. You will be assigned the VATME S1 rating exam and need to pass this.

  4. You will be assigned the UAE DEL/GND theory exam and need to pass this.

  5. Take 1 mentoring session with a mentor or instructor to go over Euroscope functionality.

 

S1 > S2

  1. Have a sign off on GND by a mentor or instructor.

  2. Pass the VATME S2 rating theory exam.

  3. Read the SOP and AIP for OMDB, OMSJ, OMDW, OMAA airports.

  4. Pass the UAE TWR theory exam.

  5. Complete at least 2 sessions TWR at OMAA (Abu Dhabi Intl).

  6. Complete at least 2 sessions on TWR at OMDB (Dubai Intl). On the last session, based on performance the mentor/instructor will approve you for TWR to practice before your CPT.

  7. At least 1 week should be spent on TWR before commencing to the CPT.

  8. Pass the TWR CPT exam with a mentor/instructor to receive your S2 rating.

 

S2 > S3

  1. Have a sign off on TWR by a mentor or instructor.

  2. Pass the VATME S3 rating theory exam.

  3. Read the SOP and AIP for OMDB, OMSJ, OMDW, OMAA airports.

  4. Pass the UAE DEP/APP theory exam.

  5. Complete 6 mentoring sessions on DEP/APP with a mentor/instructor. Atleast 3 sessions on OMDB and 3 on OMAA. At each airport 1 of the sessions needs to be on _DEP at that airport.

  6. Receive solo validation on APP once the last session is complete.

  7. Pass the APP CPT exam with a mentor/instructor after solo validation is complete to receive S3 rating.

 

S3 > C1

  1. Have a sign off on APP by a mentor or instructor.

  2. Pass the VATME C1 rating theory exam.

  3. Read the SOP and AIP for OMDB, OMSJ, OMDW, OMRK, OMFJ, OMAA airports

  4. Pass the UAE CTR theory exam.

  5. Complete 6 mentoring sessions on CTR with a mentor/instructor. Atleast 1 session will need to focus only on holdings.

  6. Receive solo validation on CTR once the last session is complete.

  7. Pass the CTR CPT exam with an Instructor (I1+ rated only) after solo validation is complete to receive C1 rating.

NOTE 1: The number of mentoring sessions given above is the minimum. You may need more mentoring sessions, however, this will be determined by your mentor/instructor depending on your performance.

NOTE 2: For S3/APP and C1/CTR ratings, you will be given solo validations on the position before the CPT.

NOTE 3: Visiting controllers who do not pass the UAE DEL/GND theory exam within 30 days of being accepted are subject to removal from the vACC and their visiting application will be rejected. After being removed, visiting controllers may re-apply after 30 days.

NOTE 4: A sign off is NOT given on CTR automatically after receiving the C1 rating. A sign off is needed on CTR if the member is going for an I1 rating in the future and follows the standard sign off procedure mentioned below.

 

 

Visiting/Transfers Training Process (VTP)

This training process is for visiting and transfer controllers in the UAE vACC. If you are a new transfer controller with an S1 or higher rating, please follow this VTP for the rating you currently have. Once you are done with the VTP, for future ratings follow the above GP section. Visiting controllers should follow this VTP section for their current rating.

S1 Transfers

  1. Read the SOP and AIP for OMDB and OMAA.

  2. You will be assigned the UAE DEL/GND theory exam and need to pass this.

  3. Schedule mentoring sessions on the HQ system and pass a session on DEL/GND.

 

S2 Visiting/Transfer

  1. Pass the UAE DEL/GND and UAE TWR exams.

  2. Schedule mentoring sessions on the HQ system for DEL/GND and TWR and receive a sign off.

 

S3 Visiting/Transfer

  1. Pass the UAE DEL/GND and UAE TWR exams.

  2. Schedule mentoring sessions on the HQ system and pass a session on DEL/GND and TWR. Then, receive a sign off.

  3. Pass the UAE DEP/APP exam.

  4. Schedule mentoring sessions on the HQ system and pass a session on DEP/APP. Both DB (Dubai) and AA (Abu Dhabi) should be covered separately. Then, receive a sign off.

 

C1+ Visiting/Transfer

  1. Pass the UAE DEL/GND and UAE TWR exams.

  2. Schedule mentoring sessions on the HQ system and pass a session on DEL/GND.

  3. Pass the UAE DEP/APP exam. Then, receive a sign off.

  4. Schedule mentoring sessions on the HQ system and pass a session on DEP/APP. Both DB (Dubai) and AA (Abu Dhabi) should be covered separately. Then, receive a sign off.

  5. Pass the UAE CTR theory exam.

  6. Schedule mentoring sessions on the HQ system and pass sessions CTR. Two sessions (minimum) will be required to ensure proficiency. One session will cover en-route in general, another will focus on UAE holds. Then, receive a sign off.

NOTE 1: For Visiting/Transfer Process, after you receive a “sign off” from a position, you can control up to that position. Visiting controllers will receive a "sign off" on the last mentoring session on the position. Transfer controllers will only receive an "approval" but not a sign off to continue to the next rating.

NOTE 2: For Visiting/Transfer Process, you may need more than 1 mentoring session before you receive your sign off. This will be determined by the mentor/instructor at the end of your session.

 

New ATC Process

If you are new to ATC in the UAE vACC, you should follow these steps to begin your ATC career at UAE vACC.

  1. ​Download and install Euroscope which is used as our radar client. Euroscope can be downloaded from http://www.euroscope.hu/
  2. Download the UAE vACC sector file (labeled OMAE Install) from http://files.aero-nav.com/OMAE
  3. Unzip the sector file from step 2 to your DocumentsEuroscope folder.
  4. Open Euroscope and it will ask you to choose a Profile
  5. Navigate to the folder you unzipped in step 3 and choose the OMDB.prf profile
  6. When Euroscope loads the profile the first time, it may ask if you want to activate the current sector file. Choose YES.
  7. The sector should now be loaded on Euroscope.
  8. You can connect online by clicking the CONNECT button on the top left of Euroscope.
  9. Fill in your details. Certificate is your VATSIM ID. If you are not yet approved to control, you must only connect as an Observer. For callsign you can use your initials followed by _OBS. Example: SH_OBS

Once you have set up Euroscope, you should do a few observer sessions. Log in and check out how our ATC manage the airspace. You can listen to them by right clicking their callsign at the top right and choosing "Listen to frequency". You can also join us on our Discord

After you have done a few observer sessions, read through our training manuals, and understand the basics you should apply to be an ATC. Follow these steps to apply...

  1. ​Put in a support ticket and assign to the UAE vACC staff team. You can submit the support ticket at https://hq.vatme.net/support/create
  2. We will then assign you the necessary theory exams to take. The theory exams are to test your knowledge of ATC on the network and in UAE.
  3. The VATME theory exam will be assigned first. This is the division required exam that tests GENERAL knowledge of ATC.
  4. After you pass the VATME theory exam you will be assigned the UAE vACC theory exam. This tests your knowledge of the UAE ATC procedures.
  5. You must pass both theory exams before you can continue to step 6! The theory exams will have an introduction page that tells you exactly what material to read. Please take your time reading the materials THEN start the test.
  6. Once the theory exams are passed, schedule a mentoring session with a mentor at https://hq.vatme.net/mentoring
  7. If there are available mentors, you will find their slot at the top table. If there are none, you should add your own time by clicking the button at the bottom of the page to Add Your Time. Please add times for at least the next 1-2 weeks.

After you have achieved your first rating of Student (S1) and wish to achieve your next S2 rating, please follow the General Process (GP) at the top of this page. Follow GP S1 -> S2.

 

Controller Inactivity/Roster Removal

The UAE vACC strives to maintain a list of active controllers who are up to date on the latest procedures in the UAE airspace. In order to maintain this quality, we require controllers to have a minimum number of hours controlling each quarter (every 3 months). If a controller fails to meet the minimum number of hours requirement, the controller shall be removed from the UAE vACC ATC roster.

The UAE vACC will perform quarterly ATC hour checks for ALL controllers on the ATC roster. All controllers must complete a minimum of 6 hours per quarter in order to remain on the roster. Failure to meet this requirement will result in a removal from the UAE vACC ATC roster.

In order to regain your status after being removed from the roster...

  • You will be required to take the UAE vACC theory exams if you have not taken them before.
  • Resident controllers 
    • Will need to complete 1 mentoring session with a mentor on their last approved position. 
  • Visiting controllers
    • Will be able to re-apply after 30 days from removal.
    • Will need to complete 1 mentoring session with a mentor on their last approved position.
  • Based on your performance during the mentoring session, you may be required to do further mentoring sessions if the mentor is not satisfied with your performance.

Roster maintenance is done on the last day of the following months: January, April, July, October.

Atleast 1-2 weeks before the roster maintenance, if you have not met the hour requirements, you will receive a warning email to complete the requirements as soon as possible.

Leave of Absence (LOA)

  • A controller may request to be placed on LOA by submitting a ticket to the UAE vACC staff on the HQ Support Ticket system. The subject on the ticket must be "Leave of Absence Request".
  • The controller shall provide a valid reason for the LOA and is subject to approval by the UAE vACC staff.
  • An LOA is issued for a maximum of 90 days.
  • A controller who is on LOA shall be exempt from the quarterly hour checks.
  • A controller who is on LOA will show on the roster as "Not Approved".
  • If the controller is found to be actively controlling in UAE vACC or anywhere else during their LOA, then their LOA will become void and the controller will be subject to the hour requirements.
  • An LOA may not be renewed more than 1 time unless written approval is given by the UAE vACC Director or the UAE vACC Deputy Director or their designee.
  • A controller on LOA may change their LOA status before the 90 days by notifying the UAE vACC staff.
  • A controller on LOA shall be returned to active status with their previous approvals once the LOA expires.

 

Theory Exam Material

Currently, the UAE vACC is using the real world Aeronautical Information Publication (AIP) manuals to test your knowledge of the ATC procedures here. Important sections explaining the procedures in UAE and that can be simulated on VATSIM will be asked on the theory exams. The below explains what the theory exams will test for each position. IMPORTANT NOTE: Before you decide you want to do ATC on VATSIM or want your next rating, make sure you have spent a significant time reading the materials and also observing our controllers online. You should log in VATSIM as an observer and listen to our ATC when they are online. Understand the phraseology they use and ask them questions if you do not understand something. If the controller is not busy, they will be happy to answer your questions. Our controllers have a great deal of knowledge of VATSIM and the UAE airspace. Listen to how they read clearances, look at how they manage the traffic flow during busy times, and understand how they coordinate with each other. If you follow this simple note and observe online, you will be successful as a controller in the UAE vACC.

Each of the UAE vACC theory exams that is assigned to you on the HQ system will have an introduction page. This page explains what manuals to read and the questions are based on the reading material. It is important that you take your time when reading the material before you begin the exam. For a member who is going for the S2 rating (TWR), you will need to understand the procedures for:

  • OMDB (Dubai International)

  • OMSJ (Sharjah International)

  • OMAA (Abu Dhabi International)

FAQ (Frequently Asked Questions)

I am a resident controller with an OBS rating...

- Follow the General Process (GP) for each rating you want to achieve.

 

I am a visitor controller...

- Follow the Visiting/Transfers Process (VTP) for your current rating.

- If you are upgraded at your home division, this does not mean you can control at that rating in this vACC! You will need to follow the VTP for your new rating.

 

I have transferred to UAE vACC and have a rating of S1 or higher already...

- Follow the Visiting/Transfer Process (VTP) for the rating you currently have.

- Once you have completed the VTP at your current rating, for future rating upgrades follow the General Process (GP).

- Example: if you have transferred into UAE vACC and you already have an S2 rating, follow the VTP for S2. For your S3, follow the GP for S2 -> S3.

 

What is a "sign off"?

- The sign off means that a mentor or instructor is satisfied with your performance at your current rating/position. This will also demonstrate that you understand and are able to follow all SOPs and procedures on that position. A sign off is required in order to proceed to your next rating/position.

- A sign off is needed for your current rating/position before you can request your next rating. For visitor controllers, a sign off is needed before you can request sessions for the next position.

- A sign off can only be given by a mentor who has a sign off on that position already or by an instructor in the vACC who has an I1 or higher rating. A sign off given by any other person will not be accepted.

- The sign off will be added by an instructor/mentor from the vACC on your HQ profile page. You can view your sign offs on the HQ profile page.

 

How do I get a “sign off”?

- There are two ways to get a sign off: Observation Requests or Online Sessions.

- Preferred way is the Observation Request method which is to fill out the "Observation Request” form on the HQ system and have mentors review it and leave feedback on it. Observation requests are video recordings of you controlling online. More information is available on this feature on the HQ Guide.

- The second way is to schedule Online Sessions with a mentor or instructor. This is a slower method because mentors/instructors may be busy training other incoming students. You will need to create "mentoring requests" on HQ and a mentor will observe you controlling online or through a Sweatbox simulated session. 

- Once the mentors are satisfied with how you are doing on your current rating, they will issue you a "sign off" on your current rating. This means you can proceed training to your next rating.

- Once a sign off is given, the mentor/instructor will assign you the next rating theory exams to take.

For sign off using observation requests, it should preferably be in an in high traffic scenarios (example: during events). What we are looking for is that you are able to execute the procedures correctly during stressful situations. If the session only involves a few aircraft at a time in your airspace, it will only be reviewed as a general observation request and not as a sign off.

For sign off with a mentor, the mentor will first check how the situation is online and if there is enough traffic available. If there is not enough traffic available, the mentor will do the session on the simulated Sweatbox server. If you are not comfortable recording your session for an observation request, you can also request a mentoring session during an event. You should submit the mentoring request online during the event times and in the request notes write that it is for a "sign off".

During each sign off session, the mentors will complete a checklist and attach it to the session or observation request. This checklist will list which items were completed and how the traffic scenario was at that time. It will take multiple sessions before you get a sign off - ideally each session should be better than the previous. As you gradually improve during the sessions with more and more traffic on the scope, mentors will take that into consideration before issuing a sign off on the position.

NOTE: Remember, you need to control a significant amount of time on your current rating/position before you ask for a sign off!

I've failed my theory exam, what's next?

- If you fail the VATME S1 or UAE DEL/GND theory exams, they will be reassigned by the mentor/instructor after 24 hours.

- If you fail the VATME S2 > C1 or UAE TWR > CTR theory exams, they will be reassigned by the mentor/instructor after 72 hours. All exams have a passing grade of 80%.

- If it is not reassigned after 24 or 72 hours (depending on the exam), please create a Support Ticket in HQ to the UAE vACC staff team.

 

I've failed my controller practical test (CPT), what's next?

- Your mentor/instructor will outline the reason for failure and will add this to the notes on the mentoring log for your reference.

- You will need to take four (4) additional mentoring sessions on the position that you have failed on.

- If you were on solo validation on the position prior to the CPT, then your solo validation will be extended by an additional month.

 

Where will I meet my mentor/instructor for training?

- All training sessions will be done in the VATME TeamSpeak server. Training done on any other medium without written authorization from the vACC director or vACC deputy director will not be accepted.
